Their presence creates new strategic possibilities for both the Free Peoples and Shadow players without replacing the central military and Fellowship systems of War of the Ring Second Edition.

New and variant versions of major figures can change how the Fellowship is guided, how the Keepers of the Elven Rings intervene and which servants of the Shadow enter the wider conflict. Special Action dice add faction specific possibilities to the existing dice pool, while new Character and Event cards connect these personalities to the political, military and narrative decisions already driving the game.

The added options allow players to explore outcomes that differ from the familiar course of the story, including alternative uses for powerful allies and new pressure on the Ring bearer's journey. Choosing when to commit these characters can affect both immediate actions and the long term direction of the war.
